{"id":257,"date":"2022-08-12T14:00:32","date_gmt":"2022-08-12T12:00:32","guid":{"rendered":"https:\/\/di.irssv.si\/?page_id=257"},"modified":"2025-03-31T15:48:51","modified_gmt":"2025-03-31T13:48:51","slug":"other-projects","status":"publish","type":"page","link":"https:\/\/di.irssv.si\/en\/other-projects\/","title":{"rendered":"Past projects"},"content":{"rendered":"\r\n<h2 id=\"content-heading-block-block_ec6988e7d5cc0091a63a7918d4bae4ef\" class=\"content-heading-block\">\r\n    Deinstitutionalization project \u201cAt home in the Kras\u201d<\/h2>\r\n\n\n\r\n<div id=\"body-regular-text-block-block_56f026f2f7a5046c2b325065c16a8f5d\" class=\"body-regular-text-block\">\r\n    <p>Since April 2020, the\u00a0<a href=\"https:\/\/www.irssv.si\/institute\/about-us\" target=\"_blank\" rel=\"noopener\">Social Protection Institute of Republic of Slovenia (IRSSV)<\/a>\u00a0and the social protection institution Dom na Krasu (Home in the Kras) have been cooperating on the project Deinstitutionalisation of Dom na Krasu, co-financed by the European Union from the<a href=\"https:\/\/ec.europa.eu\/esf\/home.jsp\" target=\"_blank\" rel=\"noopener\">\u00a0European Social Fund<\/a>.<\/p>\n<p>The project aims to transform the\u00a0<a href=\"https:\/\/www.domnakrasu.si\/preobrazba\/\" target=\"_blank\" rel=\"noopener\">Dom na Krasu institution<\/a>, following the Common European Guidelines for the Transition to Community Forms of Care. As a partner on the project, IRSSV provides professional support for implementing deinstitutionalization.<\/p>\n<p>Dom na Krasu has started operating as a special social welfare institution in 1992, providing institutional care for adults with mental health challenges and intellectual disabilities.<br \/>\nThe institution provides primary care (accommodation, cleaning, laundry, organizing transport, food, maintenance of premises and surroundings), social care (personal hygiene, daily activities, maintaining and developing independence, social relations, work occupation, active leisure, personal and social distress relief) and health care, including physiotherapy and occupational therapy.<\/p>\n<p>The process of deinstitutionalization at the institute started in 2003. Since then, 52 users have moved from the institution to housing groups and housing units at seven different locations.<\/p>\n<p>Similar to CUDV \u010crna na Koro\u0161kem, the long-term vision of Dom na Krasu is to transform the institution into a network of various community services for people experiencing long-term mental distress and for people with intellectual disabilities.<\/p>\n<p>We want to achieve that the life of Dom na Krasu residents is as close as possible to everyday life in the community by:<\/p>\n<ul>\n<li>investing in employees and their career development,<\/li>\n<li>strengthening interdisciplinary work,<\/li>\n<li>strengthening direct work with users, and<\/li>\n<li>actively involving users in decision-making processes.<\/li>\n<\/ul>\n<p>Considering European trends and international documents in deinstitutionalization, we want to provide users of the Dom na Krasu with a better quality of life in the community.<\/p>\n<p>The project aims to resettle at least 70 users from the institute to community living by its conclusion in 2023. It will also develop new community services Dom na Krasu will provide and create conditions for social inclusion of the residents currently excluded from the community.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone  wp-image-234\" src=\"https:\/\/di.irssv.si\/wp-content\/uploads\/2022\/08\/14_Dom_NA-KRASU_logo-12-300x217.png\" alt=\"\" width=\"184\" height=\"133\" srcset=\"https:\/\/di.irssv.si\/wp-content\/uploads\/2022\/08\/14_Dom_NA-KRASU_logo-12-300x217.png 300w, https:\/\/di.irssv.si\/wp-content\/uploads\/2022\/08\/14_Dom_NA-KRASU_logo-12.png 681w\" sizes=\"auto, (max-width: 184px) 100vw, 184px\" \/><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-111 alignleft\" src=\"https:\/\/di.irssv.si\/wp-content\/uploads\/2022\/07\/Logo_EKP_socialni_sklad-300x145.jpg\" alt=\"\" width=\"350\" height=\"169\" srcset=\"https:\/\/di.irssv.si\/wp-content\/uploads\/2022\/07\/Logo_EKP_socialni_sklad-300x145.jpg 300w, https:\/\/di.irssv.si\/wp-content\/uploads\/2022\/07\/Logo_EKP_socialni_sklad.jpg 454w\" sizes=\"auto, (max-width: 350px) 100vw, 350px\" \/><\/p>\n<p>&nbsp;<\/p>\n<\/div>\n\n\r\n<h2 id=\"content-heading-block-block_7e9717c54c85714324c4eed82f6c61af\" class=\"content-heading-block\">\r\n    Deinstitutionalisation of CUDV \u010crna na Koro\u0161kem<\/h2>\r\n\n\n\r\n<div id=\"body-regular-text-block-block_3235433ca470c5957499d92fcef12ea1\" class=\"body-regular-text-block\">\r\n    <p><strong>Since June 2020,\u00a0<a href=\"https:\/\/www.irssv.si\/index.php\/socialne-zadeve\/deinstitucionalizacija\" target=\"_blank\" rel=\"noopener\">IRSSV<\/a>\u00a0and <a href=\"https:\/\/www.cudvcrna.si\/\" target=\"_blank\" rel=\"noopener\">CUDV \u010crna na Koro\u0161kem<\/a>\u00a0have cooperated with the project Deinstitutionalisation of CUDV \u010crna na Koro\u0161kem, co-financed by the <a href=\"https:\/\/ec.europa.eu\/european-social-fund-plus\/sl\" target=\"_blank\" rel=\"noopener\">European Union from the European Social Fund<\/a>.<\/strong><\/p>\n<p>The project envisages the transformation or the beginning of the deinstitutionalization of the\u00a0<strong><a href=\"https:\/\/www.cudvcrna.si\/\" target=\"_blank\" rel=\"noopener\">CUDV \u010crna na Koro\u0161kem<\/a><\/strong>, as dictated by the Common European Guidelines for the Transition to Community Forms of Care. The IRSSV provides professional support for implementing the deinstitutionalization project CUDV \u010crna na Koro\u0161kem.<\/p>\n<p>The Center for Training, Work and Protection (CUDV) \u010crna na Koro\u0161kem, operating since 1968, provides institutional care and education for children, adolescents, and adults with intellectual disabilities. They carry out a special education program for persons up to the age of 26, and from the age of 21, they also carry out a training program for life and work.<\/p>\n<p>CUDV \u010crna started working on the first attempts to move into the community by opening the first housing units in 1981 and introducing the first housing groups in 2008, which reduced the number of capacities in the main building.<\/p>\n<p>CUDV \u010crna has housing groups and units in 11 different locations, with 63 residents. The long-term vision is to transform the institution into a network of various community services for users and other people in the community who would need support.<\/p>\n<p>At least 70 people will move into housing groups as part of the project. We will develop new services for users to improve their quality of life and strengthen the community. Together with users, we will create services that align with European trends and international documents in deinstitutionalization. In addition, the project will contribute to the creation of systemic solutions for the transformation of institutions in Slovenia.<\/p>\n<p>The project will enable a shift towards realizing human rights and fundamental freedoms for users of CUDV \u010crna na Koro\u0161kem, improve their quality of life, strengthen their strength, and provide various forms of community services to support independent living.<\/p>\n<p>As strengthening and developing employee competencies will have a decisive impact on the quality of services and transforming care, the project also provides education and training of staff, transfer of good practices from abroad, and the organization of diverse professional support.<\/p>\n<p><a href=\"https:\/\/european-social-fund-plus.ec.europa.eu\/sl\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-111 alignleft\" src=\"https:\/\/di.irssv.si\/wp-content\/uploads\/2022\/07\/Logo_EKP_socialni_sklad-300x145.jpg\" alt=\"\" width=\"300\" height=\"145\" srcset=\"https:\/\/di.irssv.si\/wp-content\/uploads\/2022\/07\/Logo_EKP_socialni_sklad-300x145.jpg 300w, https:\/\/di.irssv.si\/wp-content\/uploads\/2022\/07\/Logo_EKP_socialni_sklad.jpg 454w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-240\" src=\"https:\/\/di.irssv.si\/wp-content\/uploads\/2022\/08\/15_CUDV-Crna-300x150.jpg\" alt=\"\" width=\"238\" height=\"119\" srcset=\"https:\/\/di.irssv.si\/wp-content\/uploads\/2022\/08\/15_CUDV-Crna-300x150.jpg 300w, https:\/\/di.irssv.si\/wp-content\/uploads\/2022\/08\/15_CUDV-Crna.jpg 319w\" sizes=\"auto, (max-width: 238px) 100vw, 238px\" \/><\/p>\n<\/div>\n\n\r\n<div id=\"horizontal-line-block-block_8f48d2c5a6b1c163d7f2bfc59660d42e\" class=\"block-horizontal-line-block\">\r\n\r\n    <hr>\r\n<\/div>\n\n\r\n<h2 id=\"content-heading-block-block_b46bb1fd99da00b251ed4bf168800fe4\" class=\"content-heading-block\">\r\n    Establishment of the project unit for the deinstitutionalisation implementation<\/h2>\r\n\n\n\r\n<div id=\"body-regular-text-block-block_4eacddd3f402c126d631c2a661426d21\" class=\"body-regular-text-block\">\r\n    <p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-3038\" src=\"https:\/\/di.irssv.si\/wp-content\/uploads\/2025\/03\/Primarna-barva-logotip-pozitiv-300x93.png\" alt=\"\" width=\"300\" height=\"93\" srcset=\"https:\/\/di.irssv.si\/wp-content\/uploads\/2025\/03\/Primarna-barva-logotip-pozitiv-300x93.png 300w, https:\/\/di.irssv.si\/wp-content\/uploads\/2025\/03\/Primarna-barva-logotip-pozitiv.png 347w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/p>\n<p><strong>As a project partner, the\u00a0<a href=\"https:\/\/www.irssv.si\/institute\/about-us#\" target=\"_blank\" rel=\"noopener\">Institute of the Republic of Slovenia for Social Protection (IRSSV)<\/a>, together with the <em>Ministry of labor, family, social affairs, and equal opportunities<\/em>, seeked to provide a basis for completing the deinstitutionalization process (DI) in Slovenia.<\/strong><\/p>\n<p>We strive to meet the requirements of many international documents at the European Union, the European Council, and the United Nations. The Common European Guidelines for the Transition from Institutional to Community Care emphasize that institutional forms of care are segregating, unfit for life, and even harmful to residents.<\/p>\n<p>The <a href=\"https:\/\/www.ohchr.org\/en\/instruments-mechanisms\/instruments\/convention-rights-persons-disabilities\">UN Convention on the Rights of Persons with Disabilities<\/a>, to which Slovenia is a signatory, also recognizes the right of all persons with disabilities to live in the community and calls on States to take effective and appropriate measures to ensure that they enjoy this right.<\/p>\n<p>Despite European trends of deinstitutionalization, Slovenia faces a significant lack of community forms of living and community services.\u00a0The\u00a0care for people with psychosocial and mental disabilities\u00a0is still covered mainly by institutional care.<\/p>\n<p>To meet the requirements of international documents,\u00a0<a href=\"https:\/\/www.gov.si\/zbirke\/projekti-in-programi\/projektna-enota-za-deinstitucionalizacijo\/\" target=\"_blank\" rel=\"noopener\">the project unit has been established<\/a>\u00a0at the <em>Ministry of labor, family, social affairs, and equal opportunities.<\/em><\/p>\n<p>The project unit has completed the following:<\/p>\n<ul>\n<li>Studied the situation in the field of DI in Slovenia in cooperation with IRSSV.<\/li>\n<li>Identified areas of DI that still needed to be regulated.<\/li>\n<li>Prepared draft laws and national strategies to enable the coordinated implementation of activities for establishing the DI system.<\/li>\n<li>Brought together all relevant stakeholders in the field of establishing a DI system and provided them with professional resources and materials.<\/li>\n<li>Prepared expert bases for implementing other operations within the competence of the investor in the field of DI.<\/li>\n<li>Supervised the progress of the construction of the DI system.<\/li>\n<\/ul>\n<p>The main goal of DI is to organize and establish services that will better address each person&#8217;s individual needs and replace inadequate institutional care. We strive to ensure\u00a0that people living in institutions can move back into the community, and those in need of care will never have to leave it, as they will have\u00a0the adequate support of long-term health and social care providers available.<\/p>\n<p>The ultimate goal of DI is that someday all people could live in a home environment. We know that the road to get there may be long and challenging, but we also know the goal is achievable.<\/p>\n<p>A prerequisite for this is quality community care staff and an extensive network of community services. We have already set out on this path\u00a0with\u00a0deinstitutionalization being in full swing in the special social welfare institution Dom na Krasu in Dutovlje and the Center for Training, Work and Protection (CUDV) \u010crna na Koro\u0161kem. In both institutions, our team is implementing a community resettlement program.<\/p>\n<p>Our activities are also related to the implementation of the analysis of the situation and the review of existing institutional care and community care services, as well as informing and raising awareness of various publics.<\/p>\n<p>We have created a website where it will be possible to find a knowledge base with relevant information in the field of DI, professional and scientific literature, good domestic and foreign practices, and visualizations of data and studies. We will add content, notifications, and news about various DI-related events and other content.<\/p>\n<p>We want to create a modern, up-to-date, and interesting website aimed not only at those who are directly affected by DI but also at the general public. We are convinced that it is an important topic for every citizen.<\/p>\n<p>As we believe that opposition to and disinterest in deinstitutionalization can stem from\u00a0unfamiliarity with\u00a0the complex processes and professional\u00a0expertise behind these complicated terms, we will organize one-day consultations and focus groups.<\/p>\n<p>We hope that these and other events will help people know\u00a0more about this issue\u00a0and loosen all the contradictions. At the same time, we hope to arouse the interest of as many people as possible. We are also involved in other support activities. It is similar to the pilot projects in Slovenia for the transformation of Dom na Krasu and CUDV \u010crna na Koro\u0161kem. We will also list examples of good and bad practices in deinstitutionalization.<\/p>\n<p>The target groups of the research are children, adults, and the elderly. The project&#8217;s main product will be a report on the state of deinstitutionalization in Kosovo. We will also make recommendations on how to support the deinstitutionalization process.<\/p>\n<p>The survey, including fieldwork and report preparation, will run until the end of January 2022.<\/p>\n<p>IRSSV employees are implementing the project in cooperation with the People in Need (PIN) organization. It is a non-governmental and non-profit organization working in the field of humanism, freedom, equality, and solidarity. At PIN, they believe that all people have the right to a dignified and free life.<\/p>\n<p><strong><a href=\"https:\/\/www.peopleinneed.net\/?_ga=2.147917237.308173845.1640804503-61863154.1640804503\" target=\"_blank\" rel=\"noopener\">See their website<\/a>\u00a0<\/strong>for more information.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-3022\" src=\"https:\/\/di.irssv.si\/wp-content\/uploads\/2025\/03\/People_in_need_1.png\" alt=\"\" width=\"237\" height=\"138\" \/><\/p>\n<\/div>\n\n\r\n<div id=\"horizontal-line-block-block_8f48d2c5a6b1c163d7f2bfc59660d42e\" class=\"block-horizontal-line-block\">\r\n\r\n    <hr>\r\n<\/div>\n\n\r\n<h2 id=\"content-heading-block-block_57ffbc3279337e3bce12f19f3d734cb1\" class=\"content-heading-block\">\r\n    Voices for Justice: Communicating with Victims of Crime with Disability<\/h2>\r\n\n\n\r\n<div id=\"body-regular-text-block-block_11d37121dd7180b818530c0b6ed74be0\" class=\"body-regular-text-block\">\r\n    <p>Access to information and effective communication are essential for people with disabilities who are victims of crime to be able to participate in criminal proceedings like others.<\/p>\n<p>Directive 2012\/29 \/ EU and the Convention on the Rights of Persons with Disabilities recognize the right of persons with disabilities to justice, information, communication, etc. When people with disabilities in criminal proceedings do not receive information in a way they understand or are not given the opportunity to express their needs and experiences, these rights are violated.<\/p>\n<p>The aim of the project is to improve the access of beneficiaries to their rights under the Directive and to the necessary support and communication tools through action research, networking of different disciplines and the creation of practical tools. In addition, we want to provide professionals in the justice system with the necessary tools to improve communication with people with disabilities who are victims of crime.<\/p>\n<p>As part of the project, we will prepare four manuals for experts and beneficiaries and seven national reports on research findings. We want to find out what impact the program has had on the lives of people with intellectual disabilities in Europe over the last four years. Based on the evaluation, we will make some suggestions for the development of Inclusion Europe.<\/p>\n<p>In evaluating, we will pay particular attention to involving and representing the voice of people with intellectual disabilities. We will use secondary material, conduct focus groups and interviews to prepare the evaluation. We will also prepare an easy-to-read questionnaire, which will be available on the IRSSV DI website together with an explanation of the project in Slovene and English.<\/p>\n<p>In addition, we will organize two more online meetings to consult key stakeholders and people with intellectual disabilities.
