At the Social Protection Institute of the Republic of Slovenia we are happy to announce our collaboration with European Network for Independent Living (ENIL). In 2023 we are carrying out an Independent Evaluation of ENIL Processes and Work in 2022 and 2023.
The purpose of the project is to evaluate ENIL’s processes and work in 2022 and 2023, with the aim to deliver a high quality, useful and informative evaluation report, which would address strengths and weaknesses of ENIL’s processes and work in 2022 and 2023 and would achieve objectives as expressed in ENIL’s work plan, with a strong focus on the impact on the lives of people with disabilities across Europe. We wished to provide key areas and suggestions for further development and continuous improvement of ENIL’s work and to ensure the voice of people with disabilities is evident and represented throughout the report.
Key activities within the project are setting the methodology, conducting the research and preparing a final report with suggestions for further development and continuous improvement of ENIL’s work.
ENIL’s mission is to advocate for Independent Living values, principles and practices, for provision of personal assistance and other community supports and services, a barrier-free environment and adequate technical aids, making full citizenship of disabled people possible. One of our goals was to include people with disabilities in the project – through research, consultation meetings, discussing report findings and further development of ENIL’s work.
Evaluation is based on a detailed description of the work process and the opinions and experiences of key stakeholders and people with disabilities.
The evaluation included key stakeholders, such as ENIL Secretariat, Board members, Youth Board members, Volunteers and key partners including representatives of the European Commission etc.
The research process involves three phases:
- the initial phase, where methodology and research tools are prepared and first data is acquired,
- the second phase, where the first draft of the report is prepared and
- the final phase, when all relevant data is collected and analysed and the report is finalised.
The research team is led by Andreja Rafaelič with colleagues Katarina Ficko Mauch and Andraž Kapus from the Social Protection Institute of the Republic of Slovenia.
Since ENIL is one of the key advocates for independent living and deinstitutionalisation in Europe, we are happy to learn from ENIL, while preparing the evaluation.
