On November 20, 2024, the European Commission adopted guidelines aimed at promoting the right of persons with disabilities to live independently and be included in the community.
The guidelines provide practical recommendations for Member States on how to use EU funds to accelerate the transition from institutional care to community-based services, enabling independent living for persons with disabilities.
The objective is to make independent living for persons with disabilities a reality by ensuring the ability to choose how, where, and with whom they live, as well as providing access to a broad range of community support services and equal access to public services.
These guidelines represent a key measure of the EU Strategy for the Rights of Persons with Disabilities 2021–2030. They contribute to fulfilling obligations under the United Nations Convention on the Rights of Persons with Disabilities (CRPD), to which both the EU and all its Member States are signatories. Moreover, the guidelines also support the implementation of the European Pillar of Social Rights.
