You are cordially invited to the fourth online seminar, where lecturer Bisser Spirov from Lumos will present experiences with deinstitutionalisation of children with intellectual disabilities.
Bisser Spirov has been working in the field of childcare in Bulgaria since 1993, with extensive experience in assessing various types of specialized institutions for children, as well as in training and supervising professionals in the childcare sector. Since 2003, he has actively contributed to the reform of Bulgaria’s childcare system, serving as an expert and national consultant for social services, and coordinating multiple projects focused on transforming the childcare system and enhancing services for children and families.
Since joining Lumos in 2010, he has played a key role in the deinstitutionalization process for children with disabilities in Bulgaria. As a Senior Technical Advisor, he has provided technical support and training in Jordan on the deinstitutionalization of persons with disabilities. Currently, he supports Lumos country teams in Ukraine, Kenya, Colombia, and Moldova, who support relevant authorities and stakeholders to implement holistic care system reforms that enable children to grow up in families and communities.
