In March 2024, the Ministry of Solidarity-Based Future adopted the Slovenian Strategy for Deinstitutionalization in Social Welfare 2024–2034 (StaDI 2024–2034), setting the guidelines for the next decade. The strategy aims to establish a network of community-based services and adapt legislation to implement the reform, supported by EU cohesion funds.
Deinstitutionalization is a key objective in the documents of the EU, the Council of Europe, and the United Nations, including the EU Charter of Fundamental Rights and the Convention on the Rights of Persons with Disabilities. Slovenia significantly diverges from the European average in terms of institutional placements, with 11 per 1,000 inhabitants compared to the European average of 2 per 1,000 inhabitants.
The adoption of the first National Action Plan for implementing StaDI 2024–2034 is planned by the end of 2025.
